Civil law can address unacceptable interference with property use. Ordinary minor noise does not always justify a complete ban. Intensity, duration, setting and statutory tolerance matter; administrative noise rules operate separately.
Practical example
One-off daytime repairs differ from repeated loud music at night. The request should identify the particular interfering conduct.
What to do
Keep an incident diary and contact the relevant service where official testing is needed. Explain the problem in writing and collect recordings lawfully. Personal annoyance alone does not establish the permissible level.
