Short answer

Ownership does not permit the owner to block a tenant’s access unilaterally during an ongoing tenancy. Changing the locks may interfere with possession even where rent is owed.

Practical example

The owner changes the lock because rent is overdue, leaving the tenant’s belongings inside. Rent arrears and unlawful denial of access are separate issues.

What to do

Record when the locks were changed, the correspondence and belongings left inside. Demand restoration of access in writing. Contact the relevant service in an emergency; for the property dispute, prepare a possession claim and evidence of loss.

Legal basis

Georgian Civil Code — Articles 532, 541, 575. Checked on 28 October 2026. The outcome depends on the contract, facts and evidence.
